Cyber_security is essential but electronic-tracking of the public has the potential to get outrageous. Several books & movies have provided warnings of how things could get.
Kevin Mitnick is one of several people that can find there way around computers & the Internet.

The Concept of The Global Data System goes back quite a ways.
Once a Hypertext_Editing_System was established then there had to be a World_Wide_Web. Eventually the development of locating each web_page became a goal for Larry_Page who became a key component in creating the algorithm for the PageRank. Although Vannevar_Bush didn't have the same level of technology that was available to the founders of Google, he was already realizing the potential for a global library or database that would become The Internet.
